At CASTILLO HARPER, APC, Steve assists associations with labor negotiations. He also works with bargaining groups in strategy sessions, selection of negotiations team members, wish-lists, and any other special requests.Beginning his law enforcement career in 1988, Steve served as a Reserve Police Officer for Long Beach Police Department, and later Upland Police Department. After realizing that his inherent desire to serve was not being completely fulfilled as a Reserve Officer, Steve became a fully sworn officer for Upland Police Department.In 1990, Steve attended the San Bernardino County Sheriff’s Academy as an Upland Police Trainee. During his time at Upland Police Department, Steve’s special assignments included Field Training Officer, Narcotics Officer and Special Weapons and Tactics (SWAT) Officer, where he served as one of two snipers on the team.
After 11 years at Upland Police Department, Steve lateralled to San Bernardino Police Department. In 2003, Steve was assigned as an Investigative Liaison working Problem-Oriented-Patrol and on other quality of life issues. In 2006, Steve promoted to the rank of Detective, and was assigned to the Homicide Unit. After nine years, and hundreds of homicide cases, Steve promoted to his current rank of Sergeant, where he is assigned to patrol.
While at Upland Police Department, Steve served as a board member for the Police Officers’ Association. He eventually became Vice President for UPOA. He says that one of his proudest moments as VP was when the UPOA left the COPS organization and joined PORAC.
Not long after joining San Bernardino Police Department, Steve again served as an association board member, then Vice President, and then in 2012, Steve became the association’s President. As President of the San Bernardino Police Officers’ Association, Steve led the negotiations team during San Bernardino’s bankruptcy. Steve worked tirelessly to protect officers’ pay, pension, and benefits during the height of the city’s financial crisis. This has provided Steve with invaluable experience in contract disputes during federally mediated negotiations, and in working with administrative policies. He now holds the position of association treasurer.
Steve has held the positions of President and Treasurer of the San Bernardino POA. Steve is very proud to have served as the Inland Chapter Vice President of PORAC, and a member of PORAC Board of Directors.
