Joe is a JD and Labor Representative at CASTILLO HARPER, APC. At the Firm, Joe is involved in all areas of administrative/employment defense, criminal defense trial prep, and labor relations. Joe is approved to handle California Correctional Supervisors’ Organization (CCSO) matters as a representative, and routinely works on PORAC Legal Defense Fund (LDF) matters for hearing and witness prep. Prior to coming to this Firm, Joe was a member of the Colton Police Department and the Police Officers’ Association for 29 years. While still working as an officer, Joe attended law school and obtained his juris doctor degree in 2010 from California Southern Law School in Riverside.
While working at Colton PD, Joe worked throughout all facets of the Department, moving through the ranks and retiring as a Lieutenant. Joe worked as a patrol officer, K-9 handler, a member of the Department’s SWAT team, crisis negotiator, investigations, and Professional Responsibility to name a few. As a Lieutenant, Joe commanded both the Administrative and Operations Divisions. Joe was temporarily assigned as a Captain and acted in the capacity of Chief during his absence and after his retirement. He was instrumental in starting the mobile data computer (MDC) implementation as well as the revision and updates of the Department’s policy manual.
Joe is married with three adult children and two grandchildren.
